Evolving to Better Support Youth: What’s Changing at YWS 

At Youth Without Shelter, change has always been driven by one thing: the needs of the youth we serve. As those needs evolve, so do we. 

Starting April 1, 2026, we are introducing a series of thoughtful changes to how we deliver our programs. These updates are designed to better support young people on their journey out of homelessness and into long-term stability. 

Over the years, YWS has grown organically, responding to both the realities youth face and the opportunities available to us. Through this growth, we have built a strong and trusted model of wrap-around care, supporting youth not just with shelter, but with life skills, education, employment, and housing. Our one-of-a-kind Stay in School program has been a key part of this success, helping youth continue their education and build brighter futures. In 2025, we celebrated a 100 percent graduation rate, a milestone that reflects both the dedication of our team and the resilience of the youth we serve. Last fiscal year, we served 631 youthprovided 20,737 safe bed nights, and helped 77 youth find safe places to call home. 

Even with this success, we knew we needed to continue to expand our services and care to meet the growing needs of youth facing homelessness across the GTA and beyond. 

With support from external consultants and input from youth, staff, and partners, we undertook a comprehensive review of our programs. The question guiding this work was simple: How can we better support each young person in a way that is more consistent, more personalized, and more effective? 

This led us to reimagine our service model. 

One Dedicated Primary Case Manager for Each Youth  

Under this new approach, each young person who stays with us will be supported by one dedicated PCM (Primary Case Manager) throughout their entire journey, from intake to moving into independent living. This creates greater consistency and trust, while reducing the need for youth to repeat their stories and trauma. 

Re-imagining our Life Skills and Employment Programs 

We are moving away from separate, structured life skills and employment programs to create a more integrated and flexible approach. Instead of asking youth to navigate separate programs lead by different staff, we are bringing these supports together into one clear, personalized pathway. The same opportunities to build skills and find employment remain, but they are now woven into each young person’s personalized journey. With a PCM by their side, youth receive guidance every step of the way, with supports shaped around what they need, when they need it.

Employment Readiness and Skilled Trades Training

We are also placing a stronger emphasis on employment readiness, trade skills, and training opportunities to support long-term stability. These priorities will be explored further in our 2026 to 2031 Strategic Plan, launching alongside these changes. 

Together, these updates will allow us to better support each young person, help them move forward more quickly, and create space for others in need.
